Abuja—The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has initiated legal proceedings against Professor Cyril Ndifon, the suspended Dean of the Faculty of Law at the University of Calabar (UNICAL). This action follows ICPC’s completion of an investigation into allegations of serious misconduct by the professor towards some of his students.
ICPC is bringing forward a four-count criminal charge against the Senior Lecturer, encompassing accusations of sexual harassment, official corruption, and abuse of office. These charges are in violation of sections 8, 18, and 19 of the Corrupt Practices and Other Related Offences Act 2000.
One of the charges states: “That you, Professor CYRIL OSIM NDIFON (m), between June-September, 2023, in Calabar, within the jurisdiction of this honorable Court, and while serving as a public officer responsible for certifying students’ suitability in both learning and character as prerequisites for obtaining a Bachelor’s degree in law and admission into the Nigeria Law School, misused your position as the Dean of the Faculty of Law, University of Calabar. You did so to seek gratification by soliciting nude photographs and videos from one Ms. ABC (not her real name), a second-year diploma student at the University of Calabar, through WhatsApp conversations on your phone number 0803***. This act constitutes an offense contrary to and punishable under Section 19 of the Corrupt Practices and Other Related Offences Act, 2000.”
Professor Ndifon is scheduled to appear in court on a date to be determined by the court. It is worth noting that ICPC, in collaboration with the Department of State Services (DSS), arrested Professor Ndifon in Calabar, Cross River State, on October 4, 2023, after he repeatedly disregarded multiple invitations extended to him.
